Board of Directors

TID is governed by a five-member, locally elected Board of Directors that meets Tuesdays at 9 a.m. in the TID Board Room at 333 E. Canal Drive, Turlock. Explore the work the TID has been performing via the documents listed below. (meetings are subject to cancellation; cancellations are posted prior to the scheduled meeting- please check the Board Meeting Calendar)

At each Board of Directors meeting time is allotted for public comments – typically this occurs at the beginning of the meeting. The Board will hear any comments that fall under the District’s jurisdiction but no action will be taken at the meeting. Please be advised that the meetings start promptly at the stated time and public comment is early on the agenda.

Meet the Board

Charles Fernandes
Charles FernandesPresident
Director Fernandes represents Division 2 and has been a member of the Board of Directors since 2001 and currently serves as President. His current term of office expires in December 2022. Director Fernandes is co-owner of Country Ford in Ceres, California and is a past member of the Ceres Chamber of Commerce Board. He serves as TID’s representative on the Personnel and Compensation Committee, the Drinking Water Committee and the Facilities Committee, and as the alternate representative to the West Turlock Subbasin Groundwater Sustainability Agency.
Robert Santos, DVM
Robert Santos, DVMVice President
Director Santos represents Division 4 and has been a member of the Board of Directors since 2007 and is the current Vice President. His current term of office expires in December 2020. Director Santos is president of Valley Critter Care, Inc., which operates two veterinary hospitals in Turlock. He is a representative on the Drinking Water Committee and serves as the District’s alternate representative to the San Joaquin Tributaries Authority and the Don Pedro Board of Control.
Michael Frantz
Michael FrantzSecretary
Director Frantz represents Division 1 and has been a member of the Board of Directors since 2009. His current term of office expires in December 2020. He is President of Frantz Wholesale Nursery, LLC, a position he took over from his father in 1998. His 600 acre family farm employs more than 200 people and is a premier supplier of containerized trees and shrubs to the landscape and retail nursery industry in the Western United States. Director Frantz is active on local, statewide, and national boards, including the Nursery Growers Association Board, the Farm Bureau, AmericanHort and the Board of Sustainable Conservation. He serves as TID’s representative for the District’s Pension Investment Committee and San Joaquin Tributaries Authorities.
Joe Alamo
Joe AlamoDirector
Director Alamo represents Division 3 and has been a member of the Board of Directors since December 2009. His current term of office expires in December 2022. In addition to the TID Board, Mr. Alamo serves as a Board of Director for American AgCredit. Director Alamo received his Bachelor of Science Degree in Agribusiness from California State Polytechnic University, San Luis Obispo and currently owns and operates a dairy and farming operation with his two brothers. He is a current member and past president of the Central Counties Dairy Herd Improvement Association. He has served as Director of the Turlock Pentecost Association and Director of the Board of the Cal Poly AGR Alumni Association. Director Alamo is also a member of Western United Dairyman and Stanislaus County Farm Bureau. He is a representative on the TID’s Pension Investment Committee. In addition, he is the District’s representative for the West Turlock Subbasin Groundwater Sustainability Agency, the California Farm Water Coalition and the alternate representative to the San Joaquin Tributaries Authority.
Ron Macedo
Ron MacedoDirector
Director Macedo represents Division 5 and has been a member of the Board of Directors since December 2009. His current term of office expires in December 2022. He is also a past Director for the Stanislaus County Fair Board. He owns R.A.M. Farms in Turlock, CA and was the past President of Stanislaus County Farm Bureau. Previously, Director Macedo was the State Director for the California Farm Bureau Federation, District 13. Director Macedo is a representative on the District’s Facilities Committee and the Power Supply Risk Committee, as well as TID’s representative on the Don Pedro Recreation Agency Board of Control and Power Supply Risk Committee. He also serves as the District’s alternate representative to the San Joaquin Tributaries Authority.
