CARES Rate Assistance Program
Qualified customers receive a discount on their electric bill.
Eligibility:
- You must be a residential customer receiving electric service under residential rates.
- The total gross household income must conform to the Government Income Guidelines as specified in the table below.
- You are not claimed as a dependent on another person’s income tax return.
- The service address shown on the application is your primary residence.

Medical Rate Assistance Program
If you, or a resident in your home use a medical life-support device, or require special heating or air conditioning, you may qualify for our Medical Rate Assistance Program.
Life Support Device Examples:
- Respirators

- Suction machines
- Pressure pads and pumps
- Electrostatic and ultrasonic nebulizers
- Aerosol tents
- Electric nerve stimulators
- Compressors
- Motorized wheelchairs
- Intermittent Positive Pressure Breathing (IPPB machines)
LiHEAP Payment Assistance for Energy Bills
The Low-Income Home Energy Assistance Program can offer a one-time payment to assist you with paying your heating or cooling bills.
Eligibility for the Low-Income Home Energy Assistance Program varies. To check eligibility and apply visit Paying My Energy Bills (ca.gov)
TID Budget Billing
Get more control over your monthly budget by knowing what your monthly electric bill will be with TID’s Budget Billing.
Eligibility:
- Be on a residential rate
- Received TID Electrical Services at that address for the past 12 consecutive months
Salvation Army Energy Assistance Program
Receive up to $300 towards your TID bills. The Salvation Army Energy Assistance Program directly benefits TID customers who have experienced hardships.
Eligibility:
- Customers within TID’s service territory that have experienced hardships qualify. Contact the Salvation Army for assistance.
TID Energy Efficiency Rebates
Reduce the amount of energy you consume, and save money with TID’s Energy Efficient Rebate Programs.

Stanislaus County Emergency Rental Assistance Program
United States Congress passed the Consolidated Appropriations Act of 2021 to assist renters who have experienced hardships due to the COVID-19 pandemic, or who are experiencing housing instability.
Eligibility:
A renter household in which at least one or more individuals meets the following criteria:
- Has a household income at or below 80% of the Area Median Income (AMI)
- Qualifies for unemployment or has experienced a reduction in household income, incurred significant costs, or experienced a financial hardship due to COVID-19; AND
- Demonstrates a risk of experiencing homelessness or housing instability.
Salvation Army Energy Assistance Program
Receive up to $300 towards your TID bills. The Salvation Army Energy Assistance Program directly benefits TID customers who have experienced hardships.
