Larry W. Weis, General Manager
Larry Weis joined the District as its General Manager and Chief Executive Officer on July 5, 2000. Under the policy-setting guidance of the District’s elected Board, he directs the day-to-day operations of the District’s extensive irrigation water storage and delivery system, as well as the generation, transmission and distribution of electricity within a 662 square-mile service area in Central California.

Reporting to Mr. Weis is the Director of Human Resources and six Assistant General Managers with business unit responsibility in civil engineering and water operations, power supply, consumer services, financial services, engineering and operations, as well as resource management planning and rates.

Mr. Weis has 28 years of experience in the electric and water utility business. He began his professional career with four years at the Boeing Corporation, followed by ten years with the Snohomish Public Utility District in Washington State where he worked in supervisory and senior management roles in electric utility operations. In 1990 he was hired as General Manager and CEO of the Pend Oreille Public Utility District in eastern Washington State, a post he held for ten years prior to his selection by the Turlock Irrigation District after a nationwide search.

Mr. Weis has considerable experience in utility technical operations, finances, regulatory issues and organizational leadership. Over the years, he has served on the boards of numerous state and national professional organizations.  A Seattle native, Mr. Weis was raised in central Washington State and graduated in 1978 with a bachelor’s degree in industrial technology from Western Washington University.
Jeff Barton, Assistant General Manager, Civil Engineering and Water Operations
Jeff Barton joined the Turlock Irrigation District in March of 1996 and was appointed to his present position as Assistant General Manager, Civil Engineering and Water Operations in January of 2008. Mr. Barton is responsible for managing the District’s Civil Engineering functions, irrigation water operations and customer service, maintenance of the district’s non-electrical assets, the Don Pedro Recreation Agency, and water related regulatory matters including water rights, supply, allocation, storage and delivery system resource development, aquatic studies, and Federal Energy Regulatory Commission license compliance.

During his career with TID, Mr. Barton has held the positions of Business Planning Manager for electric resources and Civil Engineering Department Manager. Most recently he held the position of Power Plant Engineering Department Manager where he served as the on site project manager for the construction of the District’s new 250 MW combined cycle power plant.

Prior to joining TID, he worked for the Pacific Gas & Electric Company for 11 years and provided engineering and project management services for PG & E’s hydroelectric and nuclear generating assets.

Mr. Barton is a graduate of the California State University, Chico with a Bachelor of Science degree in Civil Engineering. He holds an MBA in Management from Golden Gate University, San Francisco. He is a registered professional Civil Engineer in the State of California.
Randy C. Baysinger, Assistant General Manager, Power Supply
Randy Baysinger joined the Turlock Irrigation District in 1982 and was promoted to his present position as Assistant General Manager of Power Supply in July 2006. In this capacity, he is responsible for managing all of the District’s internal and external power generation and supply resources, day-ahead energy scheduling, and interactions with the California Independent System Operator (CAISO), the California Energy Commission (CEC) and the Federal Regulatory Energy Commission (FERC). He also manages the District’s interests within the Tuolumne River Watershed and is the project manager of the proposed Don Pedro Pumped Storage Project.

Mr. Baysinger also maintains responsibilities he held previously when he served as assistant general manager of Power Generation. Those duties involve permitting, licensing, design, construction and operation and maintenance of facilities. These projects include power generation, transmission and high voltage substation work, as well as technical studies.

He graduated from the University of California at Davis with a Bachelor of Science degree in electrical engineering and is a licensed professional electrical engineer in the State of California. He has also done post graduate work toward an MBA at California State University, Stanislaus.

Mr. Baysinger has co-authored various papers on power system protection, dam-break flood analysis, and FERC regulatory compliance.
Steven E. Boyd, Assistant General Manager, Consumer Services

Steve Boyd was appointed to his present position as Assistant General Manager of Consumer Services in October 2005. In this capacity, Mr. Boyd directs a staff involved in a variety of endeavors, including customer services, meter reading and electric customer collections for the District’s 97,000 retail electric accounts.

Mr. Boyd also administers the public relations, governmental affairs, public benefits and energy efficiency programs. In these areas, he oversees operations, maintenance and capital improvement budgets that totaled more than $10 million in 2007. A veteran member of management, he has held an array of increasingly responsible positions since joining the District’s Civil Engineering Department staff in 1986. Mr. Boyd holds a California State University business degree and is active in a variety of state and national power organizations as well as local civic activities.

James (Jim) M. Farrar, Assistant General Manager, Resource Management, Planning and Rates
Jim Farrar joined the Turlock Irrigation District in November of 2002 and was appointed to his present position as Assistant General Manager, Resource Management, Planning and Rates in August of 2009. Mr. Farrar is responsible for the long-term development and management of strategic solutions to the District’s power supply. This includes renewable energy and greenhouse gas emissions’ mandates, wholesale electric and gas transactions, wholesale transmission agreements, and risk management. Mr. Farrar is also responsible for economic modeling, load forecasting and retail rates.

Mr. Farrar has over 30 years of electric industry experience. During his career with TID, he has been a Department Manager responsible for areas including: short term transactions for gas and electric purchases, real time dispatch of energy resources, and long term wholesale contracts. Mr. Farrar represented the District in various industry forums such as Western Energy Coordinating Council, Western Systems Power Pool and the Northwest Power Pool.

Prior to arriving at TID, Mr. Farrar held officer positions at several subsidiaries of the AES Corporation: AES Power, Northern-AES Energy, and AES Power Direct, concentrating on, energy trading, retail marketing, and project development. Mr. Farrar began his utility career at Union Electric Corporation (St. Louis, MO) where he held positions in System Planning, Operations Planning, and Interchange Contracts.

Mr. Farrar served terms on the Board of Directors of two NERC regions, MAPP and MAIN. His MBA and BSEE degrees were earned at Washington University St. Louis, MO. Mr. Farrar also earned a Professional Engineer designation in the state of Illinois.
Casey Hashimoto, Assistant General Manager, Engineering and Operations
Casey Hashimoto was appointed Assistant General Manager of Engineering and Operations in early 2001. In 2003, electric operations were placed under his control and he became the Assistant General Manager of Engineering and Operations.

Mr. Hashimoto, a 21-year veteran of the District, is responsible for spearheading the design and operation of District distribution lines, transmission lines, substation and communications projects. In addition, he oversees various technical studies and manages customer contact for large commercial, industrial and residential development projects within the District.

During his career with TID, Mr. Hashimoto has worked on several major transmission line, substation and power plant projects. He has been involved in permitting, design, construction and commissioning of these projects. He has served as the electric system protection engineer and has been the project manager on several substation projects.

Prior to joining TID, he worked in a family farming operation and in other agriculturally-related businesses.

Mr. Hashimoto is a graduate of California Polytechnic State University with a Bachelor of Science degree and is a licensed professional electrical engineer in the state of California.
Joseph E. Malaski, Assistant General Manager, Financial Services and Treasurer
Joseph Malaski joined the Turlock Irrigation District as its Assistant General Manager of Financial Services and Treasurer in August 2001.

Mr. Malaski directs the areas of Accounting & Finance, Information Services, and Materials Management. In his present capacity, he manages District and related assets of more than $600 million and gross annual revenue of more than $600 million.

Of his 29 years in the accounting business, 23 have been in the public utility industry. He served 13 years as chief financial officer of the public utility in Austin, Texas, and five years with the Illinois Commerce Commission. He was previously vice president of a privately owned CPA firm in Illinois.

Mr. Malaski holds a Bachelor of Science degree in Business and a Master’s degree in Business Administration from Southern Illinois University Edwardsville. He is a member of the American Institute of Certified Public Accountants.
